Regarding pharmacy chains giving the gov't patient prescription records, the answer is "NO" - this is not a HIPAA violation. If you ever actually read the HIPAA notices you get from medical providers, it is more about all the multitude of gov't entities that have a right to your so-called "private" "protected" healthcare information than it is about your right to privacy. The paper copy of HIPAA notice at my work became so long, it encompassed several pages and had its own table of contents.
At this point, we have no reason to any expectation of privacy on any level - that ship sailed long ago. Remember back when the conspiracy theory folks thought the COVID vaccine contents contained a tracking chip? Hilarious, because 'they' don't need to put a tracking chip in a vaccine - 'they' already know exactly who you are, where you are, and everything you search for online, everything you buy, everything you do. Our phones and other devices are tracking us 24/7. There is no such thing as 'privacy' in today's world.
