I counted seals for NOAA for a few years. I will go so far to say that it's not a virus, more likely poisoning with some farm chemical that ran off into the sea, or sonar from increased activity by submarines due to the war. Having had my eardrums almost burst by sonar I pity the seals who can dive down to great depths but not make it to the surface in time to get their ears out of the water. Same for the whales.
