No, I heard of worse. They use wood posts which insulate the wire till it hits something that makes it discharge into the ground. The soil is very dry, which also helps insulate. I live in Arizona and this was not uncommon but now ranchers use steel posts. To electrocute a cow takes a lot less than to do it to a human.
